Fédération des Epl / Who we are ?

The Fédération des Epl carries out its missions constantly striving to respond efficiently to the needs of 1094 Sem it is representing at present. More than 736 members are supporting and guiding its activities. 23 regional associations ensure the continuity of its work on the regional level.

 
A federation of elected politicians

Founded in 1956, the Fédération des Epl is managed by a Board of Management composed, since 1978, to two thirds by the four major political groups (UMP, PC, UDF, PS), the remaining third are representatives of the non-municipal shareholders, six representatives of the association of the managing directors of Sem, three representatives of regional associations and other qualified persons. Presidency is rotating every three years between the political parties.

- tourism, leisure and culture

- environment and services networks

ensure the follow-up and orientation of the Federation's policy. Three transversal technical committees (ethics and governance, audit and compensation, overseas) prepare the decisions of the Board of Management. Commissions and committees are chaired by an elected politician, member of the Board of Management of the federation.

 

The 4 missions of the Federation

Promotion

The Federation promotes the Sem's sector, ensures awareness of the French public authorities, the European institutions, the local authorities and the public and private partners.
It is permanently in active cooperation with the State Ministers, the Parliament and the European Union, in order to obtain best possible measures in favour of the activities and further development of the Sem.

The Federation closely associates the non-municipal partners to its own reflexions on the challenges for the Sem sector and its promotion. 23 regional associations add to the Federation's work and ensure its continuity in the regions.

 

Animation

The Federation animates the Sem's movement by offering locations to its members for meetings and the exchange of experiences in permanent commissions composed by the Sem-managers. It also animates working groups who have the mission to analyse the concrete problems the Sem have in their individual fields of activities. It brings the responsible staff of the Sem in their individual professions together in order to foster the exchange of experience and know-how.
Over the whole year, this basic work is completed by a series of events carried out with the help of external partners: congresses, national meetings, regional meetings, conferences of the overseas Sem, theme meetings and meetings dealing with ongoing activities.

 

Information

As observatory of the Sem sector, the Federation publishes regularly general information, fundamental analysis and quantitative studies about the activities, operation mode and the development of the environment in which the Sem are active. It also publishes benchmarking documents and practical guidelines on legal, regulatory and accounting aspects of the Sem sector.

 

Assistance

In addition to the everyday support granted by the three operational divisions (territorial development and urban renewal, housing and services) and its legal department, the Federation fulfils a general mission of permanent assistance and recommendation for its members. It helps them complying, under homogeneous conditions, with the obligations resulting from their statutes in connection with the Charter of Conduct all Sem are committed to.
